LHB Halaal Certification

The LHB Halaal certificate is an authoritative and reliable testament to verify that your products or foods comply with Halaal requirements. It provides independent validation that your goods meet Islamic dietary laws, offering consumers greater confidence in using products certified by a reputable Halaal certifying body.
Halaalan Twayyiban Quality Management System (HALMQ)

The Local Halaal Board (LHB) introduced the Halaalan Twayyiban Quality Management System (HalMQ), a set of systems-based Halaalan Twayyiban requirements that is benchmarked against international known standards such as ISO and HACCP, starting 1 March 2008.

HalMQ has since been made compulsory for compliance by all Halaalan Twayyiban applicants/certificates holders effective 1 January 2010 to achieve these objectives:
1) Enhance Halaalan Twayyiban compliance through a more structured and systematic approach.
2) Increase competitive advantage of certified companies.
3) Further increase credibility of South Africa Halaalan Twayyiban certification.
4) Meet rising expectation of Muslim consumers.
5) Widen international recognition of South Africa Halaalan Twayyiban certification.

Please note that with the migration to Licence One, payments have to be made in 2 stages as follows:
For NEW applications:
Stage 1: 100% Application Fee* + 40% Certification Fee.
Stage 2: 60% Certification Fee.
For AMEND applications:
Stage 1: No Fee Payable as yet.
Stage 2: 100% Payable, if applicable.
For RENEWAL applications:
Stage 1: No Fee Payable.
Stage 2: 100% Certification Fee.
All fees are payable online through the prevailing application portal via Credit, Debit, PayPal, Interbank Transfers and Giro.

Halaalan Twayyiban Comptency

Halaalan Twayyiban Comptency
LHB introduced the Halaalan Twayyiban Competency Assessment (HCA) in March 2023. The HCA is mandatory for the following personnel:

Eating Establishment (Category 1)	All Other Schemes
(i) Owner Representative	(i) Halaalan Twayyiban Team Leader
(ii) Muslim Personnel	(ii) Halaalan Twayyiban Assurance Officer

Owner representative is a person who is the owner or able to act on behalf of the owner.
Muslim personnel is a person engaged by the owner representative and professes the religion of Islam in accordance with the Muslim Law.
Halaalan Twayyiban Team Leader is a management-appointed representative who heads the Halaalan Twayyiban Team and has been assessed to be competent by LHB via a competency assessment. The Halaalan Twayyiban Team Leader shall be someone who has the authority to implement the LHB Halaalan Twayyiban Certification Conditions and rectify any non-compliance immediately.
Halaalan Twayyiban Assurance Officer is a member of the Halaalan Twayyiban Team who is a Muslim and has been assessed to be competent by LHB via a competency assessment.

Halaalan Twayyiban Comptency Assessment (HCA)
HCA is an assessment to recognise individuals' Halaalan Twayyiban competency as part of the requirement for LHB Halaalan Twayyiban Certification. The HCA will replace the assessment portion of the previous Halaalan Twayyiban Foundation Programme (HFP) and current Halaalan Twayyiban Certification Training (Foundation Level). Upon passing the HCA, the individual will be awarded with a HCA certificate. The HCA certificate will only be valid for 5 years.

Mandatory Refresher Requirement

Mandatory Refresher Requirement
To ensure continued competency of personnel, a refresher requirement is introduced for personnel to pass subsequent HCA every 5 years. This coincides with HCA certificate validity of 5 years.
In line with this, there will be a 2-stage transition period for personnel who previously attended the following Halaalan Twayyiban training certification:
i. Halaalan Twayyiban Foundation Programme (HFP) from 2011 – 2022
ii. Halaalan Twayyiban Certification Training – Foundational Level (HCT-FL) from Jan – Mar 2023
